Windsor Locks partners with Sitestream for new automated traffic enforcement program

The Town of Windsor Locks has partnered with Sitestream, A Polaris Group Company, to launch a new automated traffic enforcement program aimed at curbing speeding and red-light violations. Working alongside the Windsor Locks Police Department, the company will deploy automated camera systems at designated locations subject to approval by the CT Office of the State Traffic Administration.

Initial camera deployment will target high-risk town roads and high-traffic areas surrounding Bradley International Airport. Local officials selected these corridors due to high traffic volumes that require consistent speed compliance to protect motorists, pedestrians, and cyclists.

Active enforcement is scheduled to begin during the first quarter of 2027 following a mandatory 30-day warning period. This initial warning phase is intended to raise public awareness and allow drivers time to adjust their habits before financial citations are issued.

Andrew Noble, President of Sitestream, stated that the goal of automated speed enforcement is to change risky driving behavior before accidents occur. He added that the program pairs public education with targeted enforcement to improve overall street safety.

Automated enforcement systems operate continuously at targeted locations, serving as a data-driven supplement to traditional police patrols. This setup allows local law enforcement officers to maintain a visible presence across the community while automated systems monitor key speed zones.

Sitestream will manage program implementation, technical maintenance, performance evaluations, and ongoing traffic data analysis. Town leaders plan to use the collected data to track driver behavior trends and evaluate long-term roadway safety outcomes.
