Connecticut Department of Agriculture issues new veterinary requirements to prevent screwworm

The Connecticut Department of Agriculture has announced new requirements for all domestic animals entering the state to prevent the spread of New World Screwworm. The emergency order follows recent detections of the parasite in Texas and New Mexico. To date, there have been no confirmed cases of New World Screwworm detected within Connecticut.

Issued by State Veterinarian Thamus J. Morgan, the order requires a Certificate of Veterinary Inspection for entering animals. The documentation must include a statement from a certifying veterinarian confirming the animal has been examined and found free of open wounds and clinical signs of infestation. This requirement applies to all susceptible domestic species, including those previously exempt from standard import certificates.

Domestic animals, including companion dogs and cats, originating from infested zones must undergo preventive medical treatment before crossing state lines. An accredited veterinarian must administer a systemic product authorized by the FDA, USDA, or EPA for use against the parasite. The animal must remain within the labeled duration of the product’s action upon entry into Connecticut.

Agriculture officials are urging livestock producers and pet owners to check their animals thoroughly for signs of infection. Symptoms include a foul odor, draining or expanding wounds, and the presence of maggots or eggs around the edges of a wound. Young animals are particularly susceptible to infestation around the navel, nose, and ears.

The new rules and documentation guidelines will remain in effect until October 31, 2026, unless the order is modified or terminated early by the state veterinarian. Failure to maintain complete and accurate examination and treatment records may result in penalties under Connecticut law. Suspected infections should be reported immediately to the Connecticut State Veterinarian at 860-713-2505.

Connecticut is coordinating its response with other New England states to prevent the parasite from establishing a presence in the Northeast region. The Department of Agriculture is also working alongside the Connecticut Department of Public Health and the Connecticut Department of Energy and Environmental Protection to monitor the situation and protect local wildlife populations.
